YouTube handles are free and assigned first-come through YouTube Studio. Where a handle is taken, the route is a trademark complaint against a channel using your mark in a confusing way, or an impersonation report. YouTube also reclaims handles from channels that are inactive and have no content, though it does not reserve a reclaimed handle for a specific requester. Changing a channel name can remove an existing verification badge.
If your channel is verified, changing the name can remove the badge, because verification attaches to the verified name. Sequence a handle change and a rebrand deliberately rather than discovering this afterwards.
